John Allen reports from Philadelphia to Julius Deming about Congressional reactions to the disclosure to Congress of the XYZ dispatches; provides detailed discussion of the debates in Congress and condemns the behavior of the republican leadership; calls them Jacobins and charges that they betray the country the way Athens’ statesmen sold their nation to Philip the Macedonian; suspicions that some republican congressmen are being bribed by France; warns Connecticut not to elect a Jeffersonian speaker or clerk; urges the Connecticut legislature to submit a petition to President Adams expressing support for his strong stand against France.
